(1) If the consumer does not pay the fee due for using the service within the stipulated time or if the consumer is provided with more services than the regular service, the board may collect additional fees from such consumer as specified.
(2) The service provider who operates the service in agreement with the board or after obtaining the license of the board shall also be entitled to levy and collect the additional fee as per sub-section (1).
